use RESELECT, POLYGONTEXT, and LIST to inspect all the candidate polygons
potential issues related to COST (size, site location in relation to coast and road, etc.)
identify the adjacency of candidate polygons - connected polygons to form a qualified site

• Refine the Geographic Model

remove polygon slivers
add a small, adjacent area to a potential site
ELIMINATE - dissolves undersized polygons into their most neighboring polygons
